Notice of Public Scoping Under Administrative Order 360 for possible Department of Transportation & Public Facilities, Alaska International Airport System Regulation Changes to AAC Title 17, Chapter 42, Ted Stevens Anchorage International Airport (ANC) including Lake Hood Seaplane Base (LHD) and Fairbanks International Airport (FAI).
Background. In response to Administrative Order 360, the Alaska International Airport System (AIAS) is soliciting written and oral comments from affected industries, community organizations, and the general public regarding regulations and materials incorporated by reference in AAC Title 17, Chapter 42.
The AIAS is undertaking this solicitation process to ask the public for ideas, suggestions, and input before the AIAS drafts or proposes any specific regulation amendments or repeals for public review.
The AIAS is particularly interested in specific ideas for regulatory change that may:
- clarify existing regulatory obligations;
- reduce costs for the public, industry, or government;
- improve or streamline procedures, application requirements, and review processes, for example reducing the time required to apply for a license, permit, or benefit;
- reduce administrative burdens;
- streamline permitting procedures;
- improve communication procedures;
- provide greater transparency with respect to standards, decision-making, and rationales for application processing; or
- clarify interagency roles.
Reference documents. Please refer to the official copy of the subject regulations: AAC Title 17, Chapter 42 including all Sections 17 AAC 42.005 through 17 AAC 42.990.
Written comments. The AIAS encourages stakeholders to review the requirements outlined above for potential improvements. Written comments must be received by January 9, 2026, at 5:00 p.m. Alaska Standard Time. Written comments may be emailed to dot.regs@alaska.gov or mailed to P.O. Box 196690, Anchorage, AK 99519-6960, Attn: AIAS Regulatory Reform. USPS mail must be postmarked by January 9, 2026. The AIAS highly recommends submitting written comments, as oral feedback will be considered as limited by the recording of the meeting.

All meetings will be held from 2:00 p.m. to 4:00 p.m. Alaska Standard Time (AKST) and might be extended to accommodate those present before 4:00 p.m. who did not have an opportunity to comment. The AIAS limits the time allotted for each person providing oral testimony to two minutes as reasonably necessary, to conclude the meeting in the time provided. Members of the public may also participate in the meeting and provide oral comments by telephone by calling the phone number listed for the meeting. All oral comments will be recorded.

The AIAS is not currently proposing any specific regulation change and there are no draft regulations prepared for public comment under the Administrative Procedure Act at this time. If the AIAS undertakes revisions to these regulations, there will be an additional opportunity to comment on the proposed regulation changes that are released for public review and comment under the Administrative Procedure Act.
