March 28, 2020 Dear community member, I wanted to update you on Alyeska’s measures to protect against COVID-19 (coronavirus) and any impacts on the continued operations of the Trans Alaska Pipeline System (TAPS). Alaskans count on Alyeska and TAPS to deliver North Slope crude safely and reliably every day. Pipelines are the very lifeblood of our economy. Like other companies designated critical infrastructure, our workforce is working to keep the nation, state, and the communities they live and work in both healthy and functioning. As an organization and as individuals, we know the importance of our role as a steadfast and robust community partner in all conditions, as we have been for more than 42 years. Alyeska continues to proactively apply guidance from our medical experts and the Centers for Disease Control and Prevention. Whether working from home or transiting in the state or local communities, we have implemented best practices in order to protect our workforce as well as those around them. These steps include hygiene protocols, self-monitoring for illness, maintaining social distancing, eliminating most travel, and implementing telework wherever possible because we take our responsibilities seriously. Alyeska has also taken these additional steps to limit the spread of the virus: Approximately 500 Alyeska/TAPS office staff members (including dozens in Valdez) are working remotely, expanding the organization’s commitment to the safety of all workers by supporting recommended social distancing practices. We have implemented screening for operation critical areas around TAPS including pump stations, our Operations Control Center, and the Valdez Marine Terminal. All employees are expected to self-screen and will also be screened daily by qualified personnel. We submitted a travel plan to the State of Alaska that outlines our protocols for quarantining workers who live outside the state before returning for work. Employees transiting within the state for essential work onsite are following similar protocols to those traveling from out of state. Individuals who live in or have recently visited or had family members visit restricted countries and states, as defined by Alyeska’s Medical Director using CDC data, have been asked to self-isolate and work remotely for 14 days. We have several employees and contractors meeting this commitment today. We have identified and secured isolation facilities and materials along TAPS should any of our workforce become ill. We are reducing our field activities and have been restricting non-essential travel along the TAPS route from Pump Station 1 to…

FOR IMMEDIATE RELEASE Contact: Clinton Bennett, DHSS, (907) 269-4996, clinton.bennett@alaska.gov Seventeen new cases of COVID-19 detected; first case in a long-term care facility March 28, 2020 ANCHORAGE — The Alaska Department of Health and Social Services (DHSS) today announced 17 new positive cases of COVID-19 in six Alaska communities – Anchorage (10), Eagle River (1), Fairbanks (3), North Pole (1), Homer (1) and Soldotna (1). Ten of the cases are still under investigation. Two cases are known to be travel-related and five are close contacts of previously diagnosed individuals. Five patients are older adults (aged 60+), nine are adults aged 30-59, two are young adults aged 19-29 and one is a child. Seven are male and 10 are female. This brings Alaska’s total case count to 102. Of these total cases, six have been hospitalized; one new hospitalization was added in this most recent 24-hour period. In Fairbanks, one of the new positive cases is a resident of a long-term care facility. Foundation Health Partners issued a press release today describing the steps the facility is taking in accordance with guidance from the Centers for Disease Control and Prevention (CDC) and the State of Alaska Section of Epidemiology. “The facility is doing an excellent job of responding swiftly to mitigate the spread of COVID-19,” said Dr. Joe McLaughlin, Alaska’s State Epidemiologist. “They are working closely with our epidemiologists to determine which residents and staff are at highest risk for exposure and implementing control measures that are consistent with national guidelines.” “Together with experts at the CDC, the state has developed and published guidelines for long-term care providers for this this type of situation,” said John Lee, Director of the DHSS Division of Senior and Disabilities Services. “We know how serious COVID-19 infections can be, particularly among older adults. We continue to work with this facility and all providers across the state in mitigating the spread of COVID-19.” Lee is leading a tactical group within the Medical Branch of the Unified Command focused on protecting Alaska’s long-term care centers, as well as older adults and those with underlying health conditions who are at risk for severe illness from COVID-19. State health officials are also being guided in their response by a CDC report issued yesterday that analyzes a COVID-19 outbreak in a long-term care skilled nursing facility in King County, Washington.
FOR IMMEDIATE RELEASE Contact: Clinton Bennett, DHSS, (907) 269-4996, clinton.bennett@alaska.gov First in-state Alaskan death from COVID-19 March 27, 2020, ANCHORAGE — The Alaska Department of Health and Social Services (DHSS) reported the state’s first in-state death today related to COVID-19. This is the second Alaska death. The first Alaska resident to have died from COVID-19 was a resident of Southeast Alaska who died on March 16 at a health care facility in King County, Washington, after a prolonged stay there. “Our hearts go out to the deceased’s friends and family members,” said DHSS Commissioner Adam Crum. “We are also thinking of the health care providers who cared for this patient. We will continue to work tirelessly with our federal, state, local and Tribal partners to effectively respond to this crisis.” The individual who died today was a 63-year-old person with underlying health conditions. The deceased was receiving treatment at an Anchorage hospital and had tested positive for Coronavirus Disease 2019 (COVID-19) on March 25. “As we grieve this loss, we need to collectively resolve to do our part to prevent the spread of this virus,” said Alaska’s Chief Medical Officer Dr. Anne Zink. “This is an unfortunate reminder that COVID-19 is a life-threatening illness.” In addition to the announcement of the second Alaska death, DHSS announced 16 new positive cases in six Alaska communities – Anchorage (9), Girdwood (1), Fairbanks (3), North Pole (1), Juneau (1), and Ketchikan (1). This brings Alaska’s total case count to 85. Nine of today’s new cases are male; seven are female. Eight of the new cases are adults, seven are aged 19-29 and one is a child. Nine of the cases are close contacts of previously diagnosed cases, one is travel-related and six are still under investigation. Alaska public health officials urge anyone with any respiratory illness, regardless of how mild, to stay home for a period of at least 14 days. Travelers arriving from anywhere in the U.S. or elsewhere are now required to self-quarantine at home for the same period of time. All Alaskans are urged to practice social distancing, stay home as much as possible, avoid crowds, wash hands frequently, and maintain a six foot distance from others. Alaska is continuing to release guidance to keep Alaskans and their families healthy. Find more information at www.coronavirus.alaska.gov.
**COVID-19 HEALTH MANDATE** Issued: March 27, 2020 By: Governor Mike Dunleavy Commissioner Adam Crum, Alaska Department of Health and Social Services Dr. Anne Zink, Chief Medical Officer, State of Alaska To prevent the spread of Coronavirus Disease 2019 (COVID-19), the State of Alaska is issuing its twelfth health mandate based on its authority under the Public Health Disaster Emergency Declaration signed by Governor Mike Dunleavy on March 11, 2020. Given the increasing concern for new cases of COVID-19 being transmitted via community spread within the state, Governor Dunleavy and the State of Alaska are issuing the following mandate to go into effect March 28, 2020 at 8:00 am and will be reevaluated by April 11, 2020. This mandate is issued to protect the public health of Alaskans. The Governor looks to establish consistent mandates across the State in order to mitigate the impact of COVID-19. The goal is to flatten the curve and disrupt the spread of the virus. The purpose of this mandate is to control the movement of individuals within Alaska in order to prevent, slow, and otherwise disrupt the spread of the virus that causes COVID-19. The State of Alaska and the Alaska Department of Health and Social Services (DHSS) acknowledge the importance of minimizing intrastate travel to avoid introducing new COVID-19 cases into Alaska communities and slow the spread of the virus in state. It is imperative that Alaskans heed these guidelines. Critical infrastructure is vital to keeping Alaska safe, and as a result businesses and employees of critical infrastructure industries must, to the extent reasonably feasible, take reasonable care to protect their staff and operations during this pandemic. If your business is included in “Alaska’s Essential Services and Critical Infrastructure” (formerly Attachment A), you must submit a travel plan or protocol for maintaining critical infrastructure to akcovidplans@ak-prepared.com. The plan should outline how you will avoid the spread of COVID-19 and not endanger the lives of the communities in which you operate, of others who serve as a part of that infrastructure, or the ability of that critical infrastructure to function. If you have already submitted a plan pursuant to Health Mandate 10.1 related to interstate travel, you do not need to submit another plan. Critical infrastructure includes those items listed in “Alaska’s Essential Services and Critical Infrastructure” (formerly Attachment A) https://gov.alaska.gov/wp-content/uploads/sites/2/03232020-COVID-19-Health-Mandate-010-Attachment-A.pdf Health Mandate 012 – Intrastate Travel – Limiting travel between communities to critical infrastructure…

<googleplay:description>**COVID-19 HEALTH MANDATE** Issued: March 27, 2020 By: Governor Mike Dunleavy Commissioner Adam Crum, Alaska Department of Health and Social Services Dr. Anne Zink, Chief Medical Officer, State of Alaska To prevent the spread of Coronavirus Disease 2019 (COVID-19), the State of Alaska is issuing its eleventh health mandate based on its authority under the Public Health Disaster Emergency Declaration signed by Governor Mike Dunleavy on March 11, 2020. Given the increasing concern for new cases of COVID-19 being transmitted via community spread within the state, Governor Dunleavy and the State of Alaska are issuing the following mandate to go into effect March 28, 2020 at 5:00 pm and will be reevaluated by April 11, 2020. This mandate is issued to protect the public health of Alaskans. The Governor looks to establish consistent mandates across the State in order to mitigate the impact of COVID-19. The goal is to flatten the curve and disrupt the spread of the virus. The purpose of this mandate is to restrict the movement of individuals within the State of Alaska in order to prevent, slow, and otherwise disrupt the spread of the virus that causes COVID-19. The State of Alaska and the Alaska Department of Health and Social Services (DHSS) acknowledge the importance of social distancing, while maintaining essential healthcare services, public government services, and other essential business activities, to prevent, slow, and otherwise disrupt the spread of COVID-19 in Alaska. It is imperative that Alaskans heed these guidelines. Health Mandate 011 – Social Distancing Effective 5 p.m. March 28, 2020: All persons in Alaska, except for those engaged in essential health care services, public government services, and essential business activities, are mandated to remain at their place of residence and practice social distancing. For the purpose of this mandate, social distancing is defined as maintaining a distance of six feet or greater from any individuals with whom you do not currently reside. Read the “Mandate 11 & 12 FAQ’s” for more details, which can be found here: http://dhss.alaska.gov/dph/Epi/id/Pages/COVID-19/default.aspx Critical infrastructure includes those items listed in “Alaska’s Essential Services and Critical Infrastructure” (formerly Attachment A) https://gov.alaska.gov/wp-content/uploads/sites/2/03232020-COVID-19-Health-Mandate-010-Attachment-A.pdf The Governor orders individuals to abide by the following: Work from home as much as possible (see Alaska Essential Services and Critical Workforce Infrastructure Order). Immediately isolate any family member who is ill. www.cdc.gov/coronavirus/2019-ncov/hcp/guidance-prevent-spread.html#precautions Outdoor activity (e.g., walking, hiking, bicycling, running, fishing or hunting) is permitted when a…</googleplay:description>

FOR IMMEDIATE RELEASE Contact: Clinton Bennett, DHSS, (907) 269-4996, clinton.bennett@alaska.gov Ten new cases of COVID-19 detected March 26, 2020 ANCHORAGE — The Alaska Department of Health and Social Services (DHSS) today announced 10 new positive cases of COVID-19 in four Alaska communities – Anchorage (5), Fairbanks (2), North Pole (2), and Juneau (1). This brings Alaska’s total case count to 69. Six of these cases are still under investigation; the remaining four are close contacts of previously diagnosed cases. Most individuals are adults, but two are younger adults (aged 19-29) and one is a child. The child is a relative of a previously diagnosed case, and is the first youth to be infected with the virus that causes COVID-19. “We now have convincing evidence of community transmission in three Alaska communities—Anchorage, Fairbanks and Ketchikan,” said Dr. Joe McLaughlin, Alaska’s State Epidemiologist. “This means that COVID-19 cases are being identified in people in these communities who have had no recent out-of-state travel and no identified link to another person with confirmed COVID-19 infection. This heightens the need for vigilant adherence to social distancing measures and prompt home isolation of people who develop any symptoms of respiratory infection.” The CDC provides these guidelines on what to do if you are sick. Of the total cases, three have been hospitalized. So far the communities in Alaska that have had laboratory-confirmed cases include Anchorage (including JBER), Eagle River/Chugiak, Homer, Seward, Soldotna, Sterling, Fairbanks, North Pole, Palmer, Ketchikan and Juneau. As a reminder, please follow these guidelines to STOP THE SPREAD of COVID-19: Wash hands frequently, cover coughs and sneezes and clean frequently-touched surfaces. Keep at least six feet away from others. Stay home and work from home as much as possible. If you are sick with a respiratory infection, even with mild symptoms, isolate yourself from others and call ahead if you need medical attention. In accordance with Governor Dunleavy’s COVID-19 Health Mandate 009, issued March 23, remember: No gatherings of more than 10 people may take place. If a gathering does take place, people must be six feet apart from each other. Follow all health mandates and guidance issued by Governor Mike Dunleavy, DHSS, the Centers for Disease Control and Prevention (CDC) and local governments and health authorities.
Given the Shelter in Place Proclamation, there will be no Remembrance at Kelsey Dock March 27, 2020. Keep them in your hearts and minds. Prior to the cancelation, the following was prepared to remember those lost: Dan Stowe, provided these words and prayer: Gathering Prelude We gather here today to lift up our thoughts and prayers for all those affected by the 1964 Valdez earthquake. We cannot understand why these things happen in our world, but we must place our trust in divine providence and go to our God for the help we need, regardless if it is in good times or bad times. So we have gathered here today as a community, not because we felt compelled to, but because we wanted to; We gather as citizens who love our God, and who love the good land that our God has given us; We gather as citizens who cherish the freedoms we enjoy, The freedom to pray, to listen, to speak to God and to one another; As we lament our losses, and lift up our wounded hearts to Our Lord in heaven for healing. PRAYER At this time I would ask you please to bow your heads as we pray for those who were lost and for those left behind. Lord You are the one who was sent to heal the broken-hearted And comfort those that mourn and are heavy-laden. You are the One Who promised that Your grace is sufficient for every eventuality We do not come to you as those who have no hope – Nor those that have not trusted in You For our hope and trust is in You, and our eyes are looking to You for strength, encouragement and comfort. Enfold us with your compassion, uphold us with your love, and keep us, and all who suffer, in your sight. Grace us, O God; heal and embrace us. And lead us from this darkness into your everlasting light. O Lord we pray to You for all who those Who died in the 1964 earthquake. May their souls rest in peace, and may their families be comforted It is at times like this that we suddenly begin to realize the great frailty of life and the brief portion That we are permitted to be on this earth. In your name we pray for all the families, Whose life & histories have been forever altered…

26 March, 2020 Dear VCS Staff and Families, I’m sending you all a virtual high five for making it through a very tough week. I am so proud to be a part of the Valdez community and Valdez City Schools. Our staff has been working around the clock to provide opportunities for our families through these uncertain times. I want to send a special shout-out to our incredible food service staff members who have provided meals for almost 100 students for the past two weeks. These employees epitomize the heart of our VCS community, as they prepare meals for our families, welcome visitors so they can pick up food, and offer an abundance of smiles and love to all those they interact with. I am so grateful for all of the good work they are doing to support our families. Shelter in Place The District Office and all school buildings will close through April 8 per the City of Valdez’s proclamation urging everyone in Valdez to shelter in place. Essential staff will be working remotely during the shelter-in-place order and further information will be released as it is available. Teachers will continue partnering with parents to provide student instruction during this time. Email is the best method of communication for all District Office and school site staff. This is a developing situation and we are working closely with our partner organizations, and changes may arise. We will keep you updated. Please don’t hesitate to email us with your questions or concerns but please understand that there may be a delay in normal communication given the orders we are following. Here is a direct link to the City of Valdez Emergency Proclamation Urging Everyone in Valdez to Shelter in Place. Meal Service We acknowledge that families rely on school meals for students throughout the school year. On Friday, the Grab and Go program for meals that have been picked up or delivered daily will include meals for next week. We will closely monitor the shelter-in-place order to let families know if we are able to resume providing meals. Technology Technical support is available by email and phone. The best way to request technical support is to send an email to helpdesk@valdezcityschools.org and we will provide assistance as quickly as possible. You are also welcome to call the VCS technical support phone line at 907-834-2351 Monday – Friday from 9:00 am – 4:00 pm.
Like many in our community, Team Subway takes the health and safety of our guests and team seriously. Our restaurants are independently owned and operated by small business people. Our teams continue to work hard to keep our restaurants open for takeout and delivery, and we need our community’s support. We remain committed to serving our guests in the best possible manner while providing an opportunity for people to keep working. To further help during this time, Subway Restaurants are offering a Family Take Out Special. Stop by Subway in Valdez and Get a free Footlong when you buy two. (Additional charges for extras. Free sub of equal/lesser price. At participating restaurants. No additional discount. Not valid on delivery.) You can also order online at https://order.subway.com/Cart/Menu2.aspx?r=2128257358 or on the Subway APP and pickup your order already prepared for you.
FOR IMMEDIATE RELEASE 020-003 March 25, 2020 Media Contact: Jeremy Zidek, 428-7140 Plan Submission Instructions for Businesses Maintaining Critical Infrastructure Clarifying Information regarding Governor’s Health Mandate 10 March 25, 2020 – The Governor’s Health Mandate 10 directs: “All people arriving in Alaska, whether resident, worker or visitor, are required to self-quarantine for 14 days and monitor for illness. Arriving residents and workers in self-quarantine, should work from home, unless you support critical infrastructure.” If your business meets the criteria identified in Attachment A of the health mandate, and your workers must travel to enter Alaska prior to May 1 and begin work on critical infrastructure immediately, you must submit a plan or protocol for maintaining critical infrastructure to the Department of Commerce, Community and Economic Development at AlaskaDevelopment@alaska.gov as soon as possible. If workers are able complete a full 14-day self-quarantine before starting work, no plan is required. If you have workers slated to travel to Alaska after May 1, a plan must still be submitted for review. The plan must outline how the spread of COVID-19 will be avoided and not endanger lives in the communities in which you operate, of others who serve as a part of that infrastructure or the ability of that critical infrastructure to function. Plan Format: The State of Alaska will accept any plan or format your company already has developed. Once submitted, it will be reviewed for compliance and representatives from the State of Alaska will address any shortfalls during the approval process. At a minimum, your businesses plan must address: 1) How you intend to handle on-boarding employees, and 2) Measures to protect the rest of your workforce and the surrounding community. Attached are two possible formats. They were developed by private sector health consultants. The State of Alaska is not requiring you to use either format, but they do meet the minimum requirements. If your business does not already have a plan, you are welcome to use these formats. For additional resource on developing plans, please visit: https://ready.alaska.gov/Covid19-WorkerMitigationPlan Self-Quarantine: All workers arriving in the State must follow the 14-day self-quarantine guidance.
